Join the Consumer Protection Division's Statewide Health Insurance Benefits Advisors (SHIBA) program, where we provide free, unbiased information to Washington residents about Medicare and related insurance coverage.As a Medicare Specialist, you'll serve as a trusted resource to consumers facing complicated Medicare questions and issues. You'll handle high-priority complaints, research solutions, and collaborate with state and federal partners to combat Medicare fraud, billing errors, and abuse. You may also support and guide team members and volunteers as they assist Washingtonians across the state.This position is ideal for someone who is compassionate, resilient, and thrives in a dynamic environment where attention to detail and commitment to public service are essential. DutiesThe duties of the position include, but are not limited to:
  • Research, analyze, and respond to complex Medicare-related consumer insurance questions.
  • Receive Medicare-related complaints from various sources and assist consumers by phone, in writing, or in person.
  • Provide detailed consultations to consumers on Medicare, Medicare Advantage, Medigap plans, prescription drug coverage, low-income extra help and Medicare Savings Programs.
  • Assist consumers with enrollment in savings programs and review plan options using the Medicare Plan Finder tool.
  • Refer consumers to appropriate agencies for non-Medicare issues, including the Health Care Authority, DSHS, OIC Consumer Advocacy, and the Health Benefit Exchange.
  • Support SHIBA staff, volunteer coordinators, and volunteer advisors with complex consumer cases requiring additional follow-up.
  • Respond to high-priority constituent referrals, escalated hotline calls, walk-ins, and SHIBA mailbox inquiries.
  • Receive, document, and coordinate complaints related to Medicare fraud, billing abuse, marketing misrepresentation, and enrollment issues, often in coordination with CMS.
  • Compose detailed letters and call consumers to explain complex insurance rules, regulations, and procedures, guiding them through next steps.
  • Accurately document consumer complaints and case details in multiple data systems.

Degree must be from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council for Higher Education, or foreign equivalent.ORGED/Diploma and two years' experience as an Insurance Technician 1 or equivalent experience providing customer service in an office/ service center environmentORGED/Diploma and one year as an Insurance Technician 2 or equivalent experience providing customer service in an office environmentAnd, after satisfying one of the requirements above:
  • Two years of experience entering and retrieving data from software systems or databases to respond to customer inquiries and to produce routine reports.
  • Intermediate level skills in Microsoft Word, Excel, and Outlook.
  • Ability to accurately type at least a minimum of 40 words per minute.
Preferred/Desired Qualifications:
  • Fluent verbal communication skills in Spanish, Korean, Russian, Vietnamese, Mandarin, or Cantonese, with the ability to score “Advanced Mid skill level” on the oral proficiency assessment by the American Council for the Testing of Foreign Languages.
  • Bachelor's degree from an accredited university in business administration, public administration, law, public health, health administration or a related field. Degree must be from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council for Higher Education, or foreign equivalent.
  • Two or more years of verifiable experience interpreting and applying basic insurance rules and procedures to resolve customer questions and complaints.
  • Two or more years of experience in the insurance industry in Washington State. Professional work experience in a regulatory agency related to health insurance
  • Advanced skills in Word and Outlook
  • Prior experience in a customer service center taking a large volume of phone calls, e-mails, and/or chat
