Job title: Account Clerk I, Part-time Company: City of Chino Job description: Job Description The current opening is in the Finance Department assigned to the Fiscal Services - Accounting division. Under general supervision, this position performs a variety of clerical accounting duties such as preparation, validation, examination, coding, cashiering, and reconciliation of fiscal, financial and statistical records and/or transactions. Must be available to work up to 30 hours per week, Monday through Friday, from 10:00 a.m. - 4:00 p.m. Days and hours will be adjusted as needed in order to meet the needs of the Department. Definition: Under general supervision, performs a variety of clerical accounting duties involving financial recordkeeping and/or transactions; responds to requests and inquiries; and does related work as assigned. Assigned to Accounting Performs a variety of clerical accounting duties such as preparation, validation, examination, coding, cashiering, and reconciliation of fiscal, financial, and statistical records and/or transactions. Duties/Responsibilities The Account Clerk I performs a number of repetitive and closely related duties according to established procedures. Work may be reviewed while being carried out and upon completion; and changes in procedures, or exceptions to rules, are explained in detail as they arise. The Account Clerk I must be responsible, accurate, and proficient in the duties assigned. This position exercises less independent discretion and judgment in matters related to finance work procedures and methods. Typical work assignments may include cashiering; invoice payment processing; assisting with payroll; data entry; preparing routine reports; and providing basic information to the general public and employees. Note: Advancement from one level to another is not inherent to the Account Clerk classification series. The complexity of assignments distinguishes these job classifications. Placement at any level and/or advancement from one level to another occurs at the sole discretion of the Department Director and is based on the needs of the Department. Opportunities may be provided, on an intermittent or occasional basis, to cross-train in duties typically assigned to the next higher level within the Account Clerk series. Essential Functions: For All Assignments • Handle confidential matters with discretion. • Review and check records, forms and other documents for accuracy, completeness, and conformance with policies and procedures. • Perform data entry on a wide variety of information and create and maintain records. • Prepare and maintain files of correspondence, financial and statistical reports, records, invoices and other documents. • Check and index invoices and prepare them for payment. • Possess strong customer service skills. • Respond to questions and requests for information. • Type a variety of forms, letters, and other correspondence. • Accurately count, record and balance assigned transactions. • Receive, sort and distribute incoming and outgoing mail. • Type accurately at a speed that demonstrates job efficiency. • Operate a variety of office equipment. • Interact with co-workers at all levels in the organization in a collaborative and customer service-oriented manner. • Maintain prompt and regular attendance. • Perform all duties within the context of the City's Mission Statement and Organizational Values. Assigned to Accounting • Prepare bank deposits. • Request and process change orders. • Conduct a weekly audit for the central petty cash box. • Conduct quarterly and annual audits on citywide petty cash boxes and cash drawers. • Process reimbursement forms. • Create accrual receipts and journals. • Update and maintain accounting journals; to include posting journals through initiation of computer generated files. • Research, identify account coding, and receipt miscellaneous payments. • Assist and support accounting team in annual audits, and monthly/yearly closing. • Monitor, maintain, and record citywide postage meter activity. • Fixed asset journal creation, running related expenditure reports, and tracking fixed asset items in our financial system. Qualifications Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. A typical example includes: Education: • High School Diploma or G.E.D. (required). Licenses/Certifications: • None required for this position. Experience: • Experience in a customer service field (desirable). Knowledge of: • Basic terminology, methods and office equipment used in financial and statistical record keeping. • Standard office applications, including computer software such as Microsoft Office. • Experience or course work in Accounting or Bookkeeping (desirable). • 10 Key experience (desirable). • Cash handling experience (desirable). Ability to: • Plan and organize work. • Perform basic clerical and financial record keeping work. • Communicate effectively, both verbally and in writing. • Deal tactfully and courteously with internal and external customers. • Demonstrate and maintain integrity, accountability and good judgment. • Make accurate arithmetic calculations and be proficient working with numbers. • Operate a computer and utilize a variety of software programs. • Establish and maintain cooperative working relationships. • Handle confidential matters with discretion. • Understand and apply routine policies and procedures. • Detect errors in coding within a segment of a financial recordkeeping system. • Understand and follow verbal and written directions. • Ability to type at a minimum rate of 35 net words per minute. Training/Safety Requirements: • Job specific training will be provided according to class specification during work hours. Special Requirements • May require a valid California Driver's License and a satisfactory driving record. • Satisfactory results from a background investigation, a physical examination, which includes a drug screen, and an administrative review. Physical Profile: Category I: Light Physical Effort- Positions in this category require normal physical abilities associated with the ability to read, write, and communicate in a work environment requiring no extraordinary physical strength or special physical qualifications. Characteristics: Work assignments for this category are normally located in a work environment which has no unusual physical requirements or environmental conditions, unless separately identified. Positions in this category require only light physical effort while performing such functions as typing, writing, filing, computing, operating light office equipment, interviewing, counseling, researching, planning, analyzing, and supervising. Positions allocated to this category are distinguished by a lack of duties involving strenuous activities. These positions seldom lift more than 20 pounds.
