As part of this effort, the Colorado Digital Service (CDS) is seeking an experienced Digital Service Expert (Product Manager) to lead the development and improvement of resident-facing digital platforms. About the Colorado Digital Service

The CDS is a team of talented professionals passionate about harnessing the power of technology to improve the way Colorado delivers services to its citizens. Key Responsibilities

  • Lead the product strategy and roadmap for Colorado's core digital products, including colorado.gov and the myColorado mobile app, using a combination of user research, data analytics, and technical innovation.
  • Drive the implementation of robust analytics frameworks, conduct A/B testing, and utilize data to continuously improve the discovery and access to government services.
  • Serve as a player-coach, bringing hands-on product management experience while mentoring others in modern practices, including leading cross-functional teams and directing the work of engineers and designers.
  • Transform how the state measures and improves digital service delivery by implementing sophisticated analytics frameworks, establishing experimentation practices, and creating feedback loops that demonstrate impact.
  • Collaborate with diverse stakeholders, including agency partners and civic technology partners, to drive consensus and ensure Colorado remains at the forefront of digital government innovation.
  • Balance user needs with technical constraints and business requirements, making data-driven decisions to drive product improvements.

Essential Qualifications

To be considered for this role, you must have:

  • At least 5 years of experience delivering product management, user experience design, software development, or related concepts in complex environments.
  • Documented proficiency in working collaboratively with teams across the software development life cycle.

Substitutions for the required experience can be made with additional appropriate education on a year-for-year basis. Training or certification related to the work assigned to the position can also be considered towards substitution for experience and/or education.

Preferred Qualifications

To stand out as a candidate, you should ideally have:

  • Demonstrated experience managing large-scale, technically complex digital products.
  • A strong background in web analytics, data analysis, and experimentation frameworks.
  • Experience leading cross-functional engineering and design teams.
  • A track record of measuring and improving digital experiences through data.
  • A background in e-commerce or consumer-facing digital platforms.
  • Expertise in agile methodologies and modern product management practices.

Additional Information

This is a term-limited position with an anticipated end date of approximately three years from the date of hire, although it may be extended based on business needs. The selected candidate must be willing to relocate to Colorado if not already a resident.
