Key Responsibilities

Fiscal Management

  • Provide leadership and oversight of the district's financial services activity, ensuring legally sound and effective management practices.
  • Direct and monitor the management and investment of all district funds, ensuring they are adequately protected.
  • Oversee the accounting procedures, systems, and controls in all district departments, recommending improvements in their design, implementation, and maintenance.
  • Ensure that accounting systems comply with applicable laws and regulations, including Texas Education Agency Financial Accounting and Reporting Resource Guide.
  • Review periodic cash flow analysis to aid in determining cash available for investment and payment of bills.
  • Ensure that all financial obligations of the school district (accounts payable, notes payable, bonded indebtedness, and payroll) are met on a timely basis.
  • Oversee the district's investment portfolio and maintain control of budget by verifying availability of funds.

Operations Management

  • Direct and supervise the overall management of the Finance, Insurance, Payroll, Purchasing, and Fixed Assets departments.
  • Keep the Superintendent informed on the operation of the departments under your supervision.
  • Manage administrative, fiscal, and facilities functions, ensuring that operations contribute to the attainment of district goals and objectives.
  • Recommend policies that improve programs and develop systems for retrieval of information in support of all programs.

Employee Relations and Professional Growth

  • Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
  • Pursue professional development through reading, attending conferences, and involvement with related agencies.
  • Demonstrate awareness of district and community needs and initiate activities to meet those needs.
  • Represent the district as directed by the Superintendent in activities involving other school systems, institutions, agencies, and professional or community groups.

Qualifications

Education/Certification

  • Bachelor's degree in Finance or Accounting preferred; Master's degree in Business Administration or School Administration preferred.
  • CPA License preferred; Valid Texas Mid-Management Certificate preferred; Valid Texas Superintendent's Certificate preferred.

Special Knowledge/Skills

  • Advanced knowledge of school finance, budgeting, accounting systems, and economics.
  • Knowledge of information/data processing systems and financial applications.
  • Ability to resolve conflict, listen, and appropriately respond to concerns.
  • Demonstrated leadership skills; ability to manage budget and personnel.
  • Excellent communication, public relations, and interpersonal skills.

Experience

  • Appropriate experience in school management; total of 10 years in education and a minimum of 3 years in administration required.
  • Experience in Business and Finance in a school district preferred.
